The project took inspiration from the COM 2016 – 381 Final, which urged to up-skill and re-skill the European labour force with digital skills to keep them productive in the workplace. In the recent past, the majority of jobs required a certain degree of digital competences, while an increasing number of elementary jobs required at least some basic competences. However, in Europe, 70 million people lacked adequate reading and writing skills, with even more having poor numeracy and digital skills, putting them at risk of unemployment, poverty, and social exclusion. More than half of the 12 million long-term unemployed were considered low-skilled adults (COM (2016) 381 Final).
The project aimed to support the upskilling of individuals through the development of ASK4JOB, which involved producing a set of tools to assess, educate, and recognize digital-literacy competencies. This objective was accomplished through the creation of three distinct products. The primary beneficiaries of these products were long-term unemployed adults, while professional counsellors and educators of adults, along with other professionals involved in supporting activities for adult jobseekers, served as secondary beneficiaries.

The objectives of the ASK4JOB project were:
✓ Design, test, and validate an educational pathway and its assessment tool tailored to the needs of the target users.
✓ Develop a blended educational methodology (A-MOOC and Capacity Lab) that promotes motivation for lifelong learning by leveraging the development of beneficiaries’ capabilities. This motivation will be supported by micro-units of learning outcomes, allowing users to experience success step by step throughout the educational pathway.
✓ Create a pathway for the recognition of competences acquired through non-formal and informal learning to support professional updates for adult educators and job counsellors.
The results of the project consist of:
✓ Skills Assessment for Job Requirements: An online self assessment which adapts the framework DIGCOMP 2,0 to the needs of long-term unemployed adults, to foster their digital competences, in particular those needed to implement work-related activities typically operated in qualifications referenced at EQF4.
✓ Capability A-MOOC: The educational pathway of ASK4JOB was designed and implemented in blended-mode according to the flipped-classroom logic. The theoretical and procedural aspects were delivered through the A-MOOC while the experiential laboratories of capabilities empowerment will allow experiencing a collaborative pear to pear learning process.
✓ Appreciative Validation: A procedural methodology (guide) for the appreciative validation of non-formal competence of low-skilled adults.
